After months of study, expert presentations, public input, and careful deliberation, the Citizens’ Assembly reached a clear conclusion:
“Victoria and Saanich should amalgamate.”

A few concerns were raised—mostly around preserving neighbourhood identity and ensuring strong local representation—which can be addressed through thoughtful planning and neighbourhood constituencies or “wards” for fair and direct representation.
A unified Police and Fire service reduces duplication, aligns standards, and improves life-saving coordination.
Shared systems and streamlined administration mean long-term savings and stronger service delivery.
Together, we can plan for affordable housing, sustainable development, and climate adaptation with clarity and cohesion.
Residents already cross municipal boundaries daily—for work, school, recreation, healthcare. Amalgamation simply makes our governance reflect our reality.
