Is amalgamation good for our community?

The Citizens’ Assembly said, YES!

For decades, residents of the Capital Region have lived, worked, travelled, and built community across an invisible boundary between Victoria and Saanich.

According to the Citizens’ Assembly, our lives are already intertwined—our governance simply hasn’t caught up.

Today, we face shared challenges: public safety, affordability, housing, transportation, climate resilience, infrastructure investment, and growing regional inequalities.

A unified municipality offers a chance to approach these challenges with aligned priorities, coordinated planning, and a clearer, stronger voice with senior levels of government.

Why Amalgamate?

✔ Stronger Public Safety (Police + Fire)

Right now, emergency services operate under different structures, policies, and dispatch systems. Amalgamation offers the opportunity to create:

  • One unified Police Service with consistent standards, training, and accountability
  • One integrated Fire Department with seamless dispatch, shared equipment, and faster response coordination
  • Improved emergency preparedness across the entire region
  • More efficient use of budget and staffing resources

For residents, this means integrated service, faster response, and a safer community overall.

✔ Better Housing & Planning

A unified approach to zoning and land use can unlock much-needed housing and streamline development across the region.

✔ Integrated Transportation

Bike lanes, sidewalks, transit routes, and arterial roads planned as one network—not two disconnected systems.

✔ A Stronger Voice in BC & Canada

One city carries more influence when negotiating for infrastructure, housing funds, and climate investments.

What the Citizens’ Assembly Concluded

After months of study, expert presentations, public input, and careful deliberation, the Citizens’ Assembly reached a clear conclusion:

“Victoria and Saanich should amalgamate.”

They found:

  • No major barriers to merging
  • Strong compatibility between both municipalities
  • Long-term advantages for service coordination (especially Police and Fire)
  • Major opportunities to improve regional resiliency and affordability

A few concerns were raised—mostly around preserving neighbourhood identity and ensuring strong local representation—which can be addressed through thoughtful planning and neighbourhood constituencies or “wards” for fair and direct representation.
